Cooldown: two new options.

Hello,
while creating a Discord, I realised something that could perhaps help creators.

There would be two new cooldown options:

• General cooldown: This would allow cooldown to be applied to all members. For example, if a member sends a message, the next member has to wait 1 minute before sending his message, and so on... This option can of course be toggled.

Usefulness 》This could be useful in several cases, such as a suggestion room, but it can also help to avoid spam.

• Reaction cooldown: The purpose of this option is to add a reaction cooldown. For example, if the user clicks on a reaction, they have to wait 10 seconds before they can act with it again (Cooldown can be modified). This option would be compatible with the "General Cooldown" which would mean that if one user clicks on a reaction, the next user would have to wait the set time before being able to click.

Usefulness 》This option could be useful to avoid spam which is far too present on the servers. In addition, this could be used by discord bots, which increasingly use reactions to perform actions. This option would therefore also help to avoid bugs.
