Allow us to search across all users in the server by using @! as the prefix

It would be advantageous for moderators to be able to use the @! prefix instead of @ to search across all users in the server. It's very common for moderators to need to mention a user to fill in a required parameter for bot commands and this would allow even the least technically inclined moderators to use these commands easily.
