Pinned message highlight bar above chat

While Discord offers a feature to pin messages and hide them behind the pin icon, it often lacks the needed attention from users for community managers. Examples of this type of feature can be found in other online chat tools and is something that Discord still misses.

My suggestion is a feature that allows users to highlight one of the pinned messages through a pinned bar at the top of the chat window. Inside of the bar users can read the start of the message that was pinned, up to x characters, after which it gets cut-off. 

Users who click on the highlight bar will jump to the message, just like with the JUMP button we are familiar with. Additionally users can opt to close the bar, in case it gets in the way.
