Allow Animations to be Disabled in the Gif Picker

Gif Picker is new, it’s hot, and it’s cool. But: People on lower end hardware, or those with poor internet connection may have difficulty using it because it animates all the Gifs you search all the time. Allowing the “Disable Animations” option to affect the Gif picker would be super cool. Then you can simply hover over the gif you want and it’d load and play before you send

  Seconding.

  It's the next best option to have before the nuclear option of "Turn off Tenor/Giphy but leave Favorite GIFs on" that I planned on suggesting elsewhere.

  The already existing Discord config "Automatically play GIFs when Discord is focused." doesn't seem to apply to the GIFs loaded in this panel/picker.
