Role Mentions (Time Between Request & Notification) for Role Mentions.

Some people accidentally mention mods by mentioning all the mods or just in general mentioning large amounts of people on accident. There should be a 5 second (or custom through setting) time limit between when someone mentions a role and when the role holders get the notification.

This should be an option in the role settings, not by default for those servers who don't have these types of problems and want instant mentions.

This will allow people who accidentally mentioned large amounts of people to delete the message and therefore cancel the notification from going out before it's too late.
