Double Pings: Do not reping mentions when a user quotes a message

We have a large server where 800 users have a role that is used for supporting other users.

When someone types a message containing the @ for this role, the entire 800 are pinged like we would expect.

Unexpected behavior: When a user quotes the original message, those 800 are pinged again within a short window due to the quoted message repinging users.
