Add Custom Time Formatting

Allow users to set their own custom time format, for example, I speak British English, and I prefer the 12 Hour clock format, but I have to use the English (US) language. and the US Time Formatting is different to The UK's and the week starts on the Sunday in US. In the UK, it starts on the Monday. I think it would actually be helpful to a lot of people if there was a way to set a custom time format. Like in the Appearance section in settings.

This was edited using the Ctrl + Shift + I  Chrome Option. No modification to the
Discord App was made.

  I one up this thread. Maybe have it in the appearance tab tho instead of notifications.

  yeah, it would be in appearance, i just couldn't be bothered to copy it to the appearance tab

  Bumping! I'm an American who uses the 24-hour format on all my devices' clock displays, and it's weird that my Discord messages have 12-hour timestamps.
