Question about disabled accounts

If an account is disabled, can the user create another one? Or does this punishment prohibit him from using the service forever?

  On a technical level, your account is disabled for 30 days and then deleted. After 30 days it is completely deleted and you can re use the same email as before.

  However, evading a Discord ban may put all future accounts at risk for further punishment.
