Roles having specific mention permission

I'd like suggest an option to role mention permissions to specific roles. 

Right now, you can only control @everyone @here and all roles for a specific role. What I suggest is the option to @mention specific roles. If roles are given by experience or rank of the user, this gives them a chance to @menion roles with the experience/prestige they get on the server. To better illustrate that please see below example:

Server roles: @noob @pro @gorilla 
(Noob is the newest, lowest rank role. Gorilla is the highest, most experienced role)
@noob can only mention his role. 
@pro can mention his role, plus all roles which are below his role. (@noob+@pro)
@gorilla can mention his, role and all roles which are below his role (all roles on the server)

In above example users gain permissions progressively, higher rank role = more permissions. The idea is to mention specific roles, not only those which are below your role. With dozens of roles on the server you can give specific @role mention permission to any other role.
