Enable/Disable Sound Hotkey not working properly

I've binded Alt+ScrollLock to mute sound and mic but it only works one way. I can't unmute with the same hotkey. It does the sound tho, but nothing happenes.

  Did you set it to each individual option?
  If so then set Alt + Scr Lk to "Deafen" and it should work as a toggle

  There are no separate options. It says On/Off. 
  
  
  Should be doing that if I understand correctly.
