Community Re-read rules

Hey, 
As my server is a community-based, I ever so come into a situation where I would like certain individuals re-sign the welcome rules, before they are allowed to do anything else in the server. 
If anyone knows how to do this or if it can be an addition to community-based servers, it would be awesome!
