Automatic Boost to certain level available to server owners

The option for server owners to automatically boost the server to a certain level.
In other words, missing boosts are calculated and will be debited from the server owner. Ideally there will be an advance notice as well.
Thus starting communities will keep the desired service level, until eventually the community boosts will come in.
