Toggle Other's Webcam Off (locally) On Browser

Right now, there is no button to locally toggle someone's webcam off so one could potentially save bandwidth, or if they're doing something inappropriate on camera.  So, I am suggesting a toggle for just that, theres one on discord client itself, so why not the browser?
