Divide the "Manage Messages" Permission

Pinning messages and Deleting messages are a very different level of control. These two permissions need to be separated.

Pinning is an additive feature, meaning it CAN be undone.
Deleting messages is a subtractive feature, meaning it CANNOT be undone.

I want to be able to allow people to pin messages knowing that if it's abused, that permission can be taken away and the damage can be reversed. But if that same person abuses the current permission, then it's impossible to recover the deleted messages.

This topic is not new! There are numberous threads spanning the last four years. Is there a reason this cannot be done? It seems like a very quick and easy thing to add.
