Making reporting easier for everyone

Currently the “Submit a request” form does not include reporting. This should change. Not everyone has access to users or servers, some servers ban you and you aren't capable of reporting them currently without being in the server and being on a mobile device. This is rather confusing as, I believe it was there before, and for whatever reason it was changed. I was told this change was to make it more efficient, when it's clear to anyone that this really has not made anything more efficient and has just made things more inefficient by cutting off an entire population of discord from reporting things.

It really would not be too much to add the option to report servers and users directly through discord support again and would definitely benefit discord as servers that purposefully ban people so they can't report the server will get taken care of.
