Local block

This is basically just a block but only in a server. This could be used if someone has a bot that pings @role (Could be fixed with mute @role mentions) but you are in a server with the same bot but not with that setting. Or if you are in a server with someone who is spammy with pings but you still want to be able to dm him or talk to him on a different server without having to click blocked messages every time
