Add a function/setting to allow us to set "everyone" to 20% volume voice in case of mic rape/raids

There's been too many times a big discord group has been raided by 1 troll or tonnes of people, and that is pretty deafening and ear rapingly annoying.

Please add a option to set everyone at whatever percentage we want "new" ones to be at by default, for example 20%, then manually increase individual trusted ones to 100%. That way we won't have any problems with trolls/raiders.

  I'd support this happily, especially if it helps to prevent my hearing being shredded
