Hotkeys Get Erased upon Logging Out.

I've had to share the computer with other people. They enjoy snooping, so I've formed a habit of logging out for privacy. For some reason, any hotkeys that I set up will be gone the next time I log in. It doesn't seem like anyone else on this planet faces the same issue. I've never found a similar story. I'm hoping someone can prove me wrong. pls halp
