Menu for organizing Categories/Channels w/ 'Apply' Button

I would really like a menu in a server's settings where the owner/an administrator can create and organize their categories/channels without worrying about things changing on the front end, and then an 'apply' button for when they're happy with their arrangement. I think such a screen existed for the mobile app but I could not for the life of me find it, and I recall dragging around channels was jumpy and not very precise.

Such a screen (given that owners can find it!) would also be a boon to accessibility, in particular, for users with motor control issues.

  Its pretty easy to drag and drop the channels to where you want them. ...right on the server page. Doesn't need to have separate menu....
