Make guilds server region based off latency

As the title states, instead of having the server/guild owner decide which server region users connect to have the connections be based on geolocation respective to the users IP and lowest latency for redundancy.

This way you will have every user connect to a server or voice channel and hopefully not have any lag or connectivity issues as everyone will be connected to the server closest to them instead of the way it is set up now where there is mulitple connectivity issues due to the server the owner chose is not close to the end users or has too high of a ping to be worth connecting to.

  I've always thought about something like this, I personally feel like it's a great idea. 
  No everyone in the Discord server is based in the same region as the server owners, so let Discord decide where to set it.
