Sometimes, people I am hanging out with in a voice chat have terrible background noise. So bad that I have to mute them.

Later, when I actually need to talk to them, I am sometimes tricked, because the icon next to their name is indistinguishable from them muting their own mic.

I think it would be great if locally muted, self-muted, and server-admin-muted were all distinguishable, even if only by the color of the crossed out mic.

  Yes, THIS.
  SO MUCH needed feature!
  For example, make self-muted "white-ish" (as is right now); muted-by-me (for myself) "blue-ish"; muted-by-admin (for all) "red-ish".
  
  Ideally, muted-by-me (or muted-by-admin for admins) should be also indicated in the list in right sidebar, near the left corner of their avatar across the activity circle or or after their name where BOT tag is shown for bots, but that's pushing it (I dunno how hard it would be to implement).
