Two Permissions: "Hide Messages" and "See Hidden Messages"
What if there was a permission you could grant to a role, like "hide messages" where messages from members of that role will appear for the person who sent it, but not for anyone else. Basically, a shadow ban for that person in a specific channel or the entire server.
If you want someone to see these so-called "ghost messages" you would grant them the "see hidden messages" permission. Ghost messages would have some sort of indicator for admins/mods who are viewing them, so they know they are the only ones who can see it.
This system should not just hide the message in the GUI, but also prevent the packet containing the message from being sent at all. That way, there would be no chance of anyone seeing the person who got shadow-banned.
I believe these 2 permissions would be an effective prevention method for ban evasion as the banned person would not be aware their messages are only visible by themselves (and any members who have the "see hidden messages" permission)

I just realized this could also be used as a mechanic in discord chat games. So there's another good reason to add it.
