Overlay still not fixed with online solutions

Hello, my overlay does not show up when I'm playing games. I don't get notifications in the top left, I don't see the avatars in the top left when in a call, and I can't toggle the overlay lock.

I have tried everything I can find online and none of them work.

I removed localappdata and appdata files and reinstalled
I disabled hardware acceleration
I ran as admin
I checked that windows display scaling was 100%
I checked that antivirus didn't block discord
I enabled overlay and turned it on for the game and keybinded it

Potential issues might be that I needed to rename Update.exe in %localappdata% > Discord in order to install it or else I would have an update failed loop.

I also use Bluestacks but even when I don't run it discord overlay does not work
