Partial Mute (Channels)

Why isn't there an option to partially mute channels so we don't receive the white mark next to them if we're not interested? I recently had a conversation with a friend of mine who thought of an idea that after not contributing to the channel after a while, a timer will display, and eventually it will stop notifying you.
