Problem with confirming my phone number

Hello,developers.I have a problem with phone confirmation. I live in the Donetsk people's Republic,and our operator is Phoenix.I write my phone number,and they tell me that I use a VoIP number or landline.how do I fix this? If anything, our numbers start at +38071.... Thanks
