[SERVER-SIDE] Mute channels

Hello, with bots being popular and all there should be an option on the channel to disable notifications BY DEFAULT.

Usually these channels are only required for people doing moderator work. But often due to ranking several people have the "administrative" permission, which means they get spammed by notifications and pings. Especially if they just got promoted.
