Split 'Manage Channels' into two: Create/Delete and Edit (change name, description & slowmode)

It would be very handy to be able to give moderators the power to change a channel while not giving them the power to create new ones or delete existing ones.

For example, if 'Manage Channels' were to be split, we would be able to allow moderators to change slowmode according to the situation while not allowing them to delete channels, incase a moderator goes rogue or something similar. 

The addition of this would be very much appreciated and we hope it'll be taken into consideration for a future update.
