Extra Slow Mode Features

add more options to slow mode, like an option to limit messages to once every second instead of once every 5 seconds+. this would allow avoidance of spam in smaller servers, without being obnoxious to have a conversation in.

also, perhaps an option to only block duplicate messages, so you can chat as much as you like unless the message you're sending is the same every time.
