Permission option to bar individuals/roles from pinging users and/or roles

I own a rather hefty server with lax rules and regulations. Unfortunately, because of this, some people will take a mile when given an inch. Specifically, there has been an issue in which a user who doesn't inherently intend to cause trouble will often ping other users against their desire. This has caused a lot of communal backlash against said user. The issue my staff and I are juggling with involve a fair amount of the users wanting mob justice against our naive and misunderstood member, but we're hesitant to deliver on that due to the fact that, as mentioned, he doesn't intend to be problematic. Many other servers have likely experienced similar problems, and if there were a way to strip someone or a role group from the ability to ping roles or users (similar to the @everyone ping perm), this situation could have been laid to rest long ago. If you would add such a permission, you would make a lot of users of the service very happy!
