Dynamic Slowmode

I commonly find that our chat gets an influx of users, slowmode gets turned on, than they leave and now we are stuck in slowmode tell a mod gets on. I think it would be nice to have an ability to set slowmode to change settings depending on how many people are currently chatting and a what speed they are sending messages.

  yes like up to 10-15 no slowmode and over 15 it gets slower the more users are chatting.

  If someone spams, only that person gets extreme slowmode.
