Restricted Ping Permissions

I honestly think besides just disabling a whole server from pinging a role, specific permissions should be made. Like a "pingable by:" section in role settings. So if only a verified member can do @Staff, for example, it would allow them to but if a newer user tried to, it wouldn't work!!

  This would be really useful, it seems like every two weeks some idiot pings everyone who's in the "forma" role set to notify them for Forma blueprints on the warframe community discord, and then everyone freaks out for an hour. We have restrictions for pinging @all, this is the next step.
