IP banning

So if two people create accounts on the same IP, if the visiting person goes home and violates the terms of service on his IP, will the IP used to commit the violation be banned? Or the IP used to make the account?

  Well then here’s my feedback: the comment feature is nice but it leads to problems, for example this bonehead commenting here
