[Feature Request] An ability for mods to "always visible-pin" a message to near the text entry box

This is an ability for moderators and those with sufficient permissions to pin a message to just above the text entry box of a text channel. This is for servers which are effectively massive, most notably game servers, so in the case of a server outage for the game, moderators can pin a message to just above the text box, that all would see before typing a message. This is to prevent "whenspam" where a lot of members don't see announcements made in other channels about an outage, or an update, and causes an hours, perhaps day long period where chat is inaccessable to regulars there, as, no matter the slowmode value, the chat is being flooded with messages about an outage. I have attached a "concept" (aka made badly by me in mspaint) for this idea.
