Disable video

Please allow users to opt out entirely from Video. It shouldn't only be a server setting and shouldn't require disabling video on every individual who is streaming. Disabling video on each individual user is tedious, annoying, and it still leaves the video window on screen even when everyone's video has been disabled. Really annoying.
