Allow under 13s to use Discord (COPPA)

(This is going to be quite short because i'm a bit tired.)

In COPPA it allows companies to allow under-13s to use their services under certain conditions. Microsoft makes you confirm parental permission by making you put in your parents email and making them verify it from there, i'd think it would be a great improvement to see this happen.
