Add Bot "Whitelist" For discord Dms

With Bots, if a user has "Allow direct messages from server members" off, bots cant dm the user even when requested. If there was a user "whitelist" or friend list for bots where you can whitelist bots so that they can dm. This would stop spam bots if you dont want it enabled, and it would make it easier for devs to Make bots user friendly. Thanks.
