Suggestion - Block spam pings & Repeated messages

When people ping you over and over again, it is very annoying and doesn't mean you will reply to them, just block them! It would be better if you don't have to get annoyed at loads of notifications as it would block them sending the ping more than once in a certain amout of time (e.g. 30 seconds) this could then be modified like slowmode is.

Along with this, you could do a simalar feature that blocks repeated messages, for example, they can't send "hello how is everyone?" more than once, time could be configured like slowmode
