Allow server members without permissions to be able to remove a role given to them.

Allow server members who doesn’t have the permission to remove roles that they have and they can’t remove (except punishment roles).

For example,

I’ve been given the role (Rasputin) but I didn’t want it and the Server owner doesn’t want to remove it.
