Boosting should increase the number of maximum pinned messages

From my perspective, this seems to be a nice perk for a server.

On achieving boost level 1: 100 maximum pinned messages

On achieving boost level 2: 150 maximum pinned messages

On achieving boost level 3: 200 maximum pinned message
