feature request: channel logic modification

there is an excelent reasoning about how asynchronous communication platforms in general shoud and shoul not work - https://xi.zulipchat.com/why-zulip/. The most important takeaway is this: for platform to serve for an effective asynchronous communication, it must enforce each message in a channel to have a subject (to be part of a thread). While Discord allows for threads in channels, it does not support enforcing it. If it is not enforced, people will not use it in 100% cases even if told so and ordinary chaos develops over time. Therefore it would be a great feature, if admin of a channel could set the policy to enforce each message to be part of some thread. Also the admin would set, if regular users are/are not allowed to create new threads in that channel. This way it would mimic "email subject" logic and thus allowed for more effective communication.
