Channel Permissions and Pings using Logical AND

Currently, we can only assign permissions to channels and @ roles using a logical OR. There are many many times when I want to, for example, ping a role but only those who are online, or ping another cross section of roles. 

I saw there was a thread about this from two years ago, so I was hoping to revive the topic.
