Autofill Tag any discord user in private channels

Having the ability to tag any discord user via autofill in a private channel (even if they don't have permission to see the channel) would be very useful to mods/admins who want to talk about a user. 
It would save time copying the user's ID and doing <@123456789012345678> all the time. 
It would also save more time on mobile!
