Remove GC owner voting

In a group chat, allow a member to anonymously start a vote to remove the owner. Other members can vote to kick the owner out of the group chat. It's annoying when you're in a friend group but the owner is constantly removing people for no reason, but you want to keep the group chat and the memories. If the majority would vote yes, the owner would be removed from the group chat and then there would be a new owner, similar to if the owner left.
