Delete parts of messages

Sometimes user post a good message / create good content but parts of the message are not ok (for example a not verified link). Or users post for example their telephone number or address... It should be possible, give admins, Mods and bots permission to delete parts of messages, not only the whole message. It should be shown like a spoiler. Howering over it shows the mod who deleted it and a reason, if given. So the "bad content" becomes deleted without deleting the good part.
