Prevent sticker spam by only prompting for replying with welcome sticker once

When "Prompt members to reply to welcome messages with a sticker" is enabled in the system event messages settings the reply with sticker button should disappear when the user has used it. Thus allowing members to only reply once per new user joined. This prevents spam as the system as of right now can easily be spammed. Add this by default or by a togglable setting. Another solution could be a cool down timer. I want to keep the sticker option on because it allows members to very easily and nearly effortlessly welcome and engage with new members who joins the server. But abusing the ability to spam the button would spam the joined user and clutter the chat thus increaseing the possibility for the new user to leave the server right away.
