Text highlights in server

Hello 👋, i would like to share my opinion about text highlighting on servers for example there's would be nice to have an option to highlight / pop-up an important announcement / text / comment on server and it stay still on the top of the current channel with a timer or without, And have a small X close button on the one of the sides to close it hide or close it for regular members withen a permission given by server administrators.
