Ability to lock forum posts for non-admin and non-moderator members

Hello. I do know that Post Guidelines are meant to be read by anyone who are posting in the forum. However, sometimes admins and moderators need to post some important updates and announcements in those forum channels and they could actually want the post to be locked for members that are not part of the administrators and moderators team of the server. Yes, it is possible to simply close and lock the post, however:

1. It locks for everybody, not just non-admin & non-moderator members (yes, only admins and moderators can unlock it, but still).

2. It cannot be pinned, and if it was pinned before, it gets unpinned. That is not what we would want. We would want for important posts to remain pinned, even if they're locked for public.

Would it be possible to add this? Most of the internet forum software is actually capable of doing precisely that (for example phpBB is capable of this), so it would make total sense for it to be implemented on Discord as well. Thank you.
