Make unused categories visible for all

This is a minor aesthetic change I've been wanting to see for some time now. It would be nice to be able to use categories as purely decorative seperaters. As it is currently, any category with no channels is invisible for everyone except those with administrative privileges. Even if the categories are set for all to see, they remain invisible. I'd like for them to be visible for all despite having no channel underneath them.
