Is DM Advertising allowed when the server allows it and members are interested in the topic?

I am trying to get members for my new discord server, and I am in another discord server that has the same topic as mine, and that server allows DM advertising, so if I dm advertise either manually or using a bot Is that allowed or I'm breaking ToS in that case?
