Pin Message above Text Box

Adding a feature that pins a message right above the chatbox for all to see until the message is removed by an admin. For example, how a live YouTube chat works. When you pin a message there, it sticks publicly at the top of the screen until removed by the YouTuber. In Discord's case, it'd be just above the text box. This could be useful in the event that there is a slow mode or a reminder that needs to be sent to everyone in chat for a prolonged period of time.

  This would be the perfect feature for a lot of Discord servers. For example, with a bot's Discord server, they could pin a message above the textbox telling users of an outage or something. I'm sure there's plenty of other uses for a feature like this as well.
